     SENATE CS FOR CS FOR HOUSE BILL NO. 417(FIN)                                                                               
     "An Act relating to the compensation for certain public officials,                                                         
     officers, and employees not covered by collective bargaining                                                               
     agreements, to pay increments for longevity in state service, and                                                          
     to a State Officers Compensation Commission; providing for an                                                              
     effective date by repealing the effective dates of certain sections
